While the surface of cold-rolled steel can appear clean enough, in reality the grease that is present on its surface is often contaminated with dirt and this, in turn, can inhibit the penetrability of the activator.

There is no need for the surface to have been cleaned prior to this treatment. Please note well, DO NOT shake before use, as this will result in the liquid foaming. It is likely you will have to triple the number of applications if the product has been diluted, and even then, you are not guaranteed of achieving the same results that the undiluted product would deliver.
